Case-based MCQs
I. Read the given extract and answer the questions that follow: In a Democracy, we are most concerned with ensuring that people will have the right to choose their rulers and people will have control over the rulers. Whenever possible and necessary, citizens should be able to participate in decision making, that affects them all. Therefore, the most basic outcome of democracy should be that it produces a government that is accountable to the citizens, and responsive to the needs and expectations of the citizens. Some people think that democracy produces less effective government. It is, of course, true that non-democratic rulers are very quick and efficient in decision making and implementation, whereas, democracy is based on the idea of deliberation and negotiation. So, some delay is bound to take place. But, because it has followed procedures, its decisions may be both more acceptable to the people and more effective. Moreover, when citizens want to know if a decision was taken through the correct procedures, they can find this out. They have the right and the means to examine the process of decision making. This is known as transparency. This factor is often missing from a non-democratic government. There is another aspect in which democratic government is certainly better than its alternatives: democratic government is legitimate government. It may be slow, less efficient, not always very responsive, or clean. But a democratic government is people’s own government.
Answer the following MCQs by choosing the most appropriate options:

Answer : D.
II. Read the given extract and answer the questions that follow:
If Democracies are expected to produce good governments, then is it not fair to expect that they would also produce development? Evidence shows that in practice many democracies did not fulfil this expectation. If you consider all democracies and all dictatorships for the fifty years between 1950 and 2000, dictatorships have slightly higher rate of economic growth. The inability of democracy to achieve higher economic development worries us. But this alone cannot be the reason to reject democracy. As you have already studied in economics, economic development depends on several factors: country’s population size, global situation, cooperation from other countries, economic priorities adopted by the country, etc. However, the difference in the rates of economic development between less developed countries with dictatorships and democracies is negligible. Overall, we cannot say that democracy is a guarantee of economic development. But we can expect democracy not to lag behind dictatorship in this respect. When we find such significant difference in the rates of economic growth between countries under dictatorship and democracy, it is better to prefer democracy as it has several other positive outcomes.
Answer the following MCQs by choosing themost appropriate options:

III. Read the given extract and answer the questions that follow: Democracies are based on political equality.
All individuals have equal weight in electing representatives. Parallel to the process of bringing individuals into the political arena on an equal footing, we find growing economic inequalities. A small number of ultra-rich enjoy a highly disproportionate share of wealth and incomes. Not only that, their share in the total income of the country has been increasing. Those at the bottom of the society have very little to depend upon. Their incomes have been declining. Sometimes they find it difficult to meet their basic needs of life, such as food, clothing, house, education and health. In actual life, democracies do not appear to be very successful in reducing economic inequalities. The poor constitute a large proportion of our voters and no party will like to lose their votes. (v) The role of charismatic leaders and dynastic politics dominates political cultures.
Question. “Democratic government is legitimate government?” Support the statement with arguments.
Answer:
Democratic government is a legitimate government. It may be slow, less efficient, not always very responsive or clean. However, a democratic government is peoples’ own government. That is why there is an overwhelming support for the idea of democracy all over the world. People’s wish to be ruled by representatives elected by them. As a democratic government is peoples’ own government, they believe that democracy is suitable for their country as it is a legitimate government. Democracy’s ability to generate its own support is itself an outcome that cannot be ignored.
Question.“Democracy accommodates social diversities.” Support the statement with examples.
Answer:
“Democracy accommodates social diversities” in the following ways:
1. Democracies develop a procedure to conduct their competition. This reduces the possibility of these tensions becoming explosive or violent.
2. No society can fully and permanently resolve conflicts among different groups. However, we can certainly learn to respect these differences and can evolve mechanism to negotiate these differences.
Example, Belgium has successfully negotiated differences among ethnic population. This reduces the possibility of tensions.
3. Ability to handle social differences, divisions and conflicts is thus a definite plus point of democratic regimes.
Question. Analyse any three values that make democracy better.
Answer:
We feel that democracy is a better form of government than any other form of government because:
1. Democracy promotes equality among citizens.
2. It enhances dignity of individual. It promotes dignity of women and strengthens the claims of the disadvantaged.
3. It improves the quality of decision-making. There is transparency in a democracy.
4. It provides methods to resolve conflicts.
5. Democracy allows room to correct mistakes.
Question. On the basis of which values will it be a fair expectation that democracy should produce a harmonious social life? Explain.10.
Answer:
No society can fully and permanently resolve conflicts among different groups. However, we can certainly learn to respect these differences and evolve a mechanism to negotiate the differences.Belgium is an example of how successfully differences were negotiated among ethnic groups.
Therefore, democracy is best suited to accommodate various social divisions as it usually develops a procedure to conduct their competition. However, the example of Sri Lanka shows how distrust between two communities turned into widespread conflict. Thus, a democracy must fulfil the following conditions and be based on these values in order to achieve a harmonious social life—
1. Majority and minority opinions are not permanent. Democracy is not simply rule by majority opinion. The majority needs to work with minority so that government may function to represent the general view.
2. Rule by majority does not become rule by majority community in terms of religion or race or linguistic groups, etc.
3. Democracy remains democracy so long as every citizen has a chance of being in majority at some point of time. No individual should be debarred from participating in a democracy based on religion, caste, community, creed and other such factors.
Question. Why do we feel that democracy is a better form of government than any other form? Explain.
Answer: Democracy is a better form of government than any other form because:
1. It is based on the idea of deliberation and negotiation. Thus the necessary delay in implementation.
2. Decisions are acceptable to people and are more effective.
3. A citizen has the right and the means to examine the process of decision-making. There is transparency in a democracy.
4. Democratic government is a legitimate government, people’s own government.
5. Ability to handle differences, decisions and conflicts is a positive point of democratic regimes.
6. Democracy has strengthened the claims of the disadvantaged and discriminated castes for equal status and equal opportunity.
Question. Why do we feel that democracy is a better form of government than any other form of government?
Explain
Or
How do you feel that democracy is better than any other form of government?

“Democracy is more effective than its other alternatives.” Justify the statement."

No society can fully and permanently resolve conflicts among different groups. However, we can certainly learn to respect these differences and evolve a mechanism to negotiate the differences.

Question. “Most destructive feature of democracy is that its examination never gets over.” Support the statement with appropriate arguments.14.
Answer:
Suitable arguments:
1. As people get some benefits of democracy, they ask for more.
2. People always come up with more expectations from the democratic set up.
3. They also have complaints against democracy.
4. More and more suggestions and complaints by the people is also a testimony to the success of democracy.
5. A public expression of dissatisfaction with democracy shows the success of the democratic project.
Question. “Democracy is seen to be good in principle but felt to be not so good in practice.” Justify the statement.
Answer:
If we look at some of the democratic policies being implemented in more than one hundred countries of the world, democracy seems to be good. For example, having a formal Constitution, holding regular elections, guaranteeing the citizens certain rights, working for the welfare of the people etc. make us advocate that democracy is good.
However, if we look in terms of social situations, their economic achievements and varied cultures, we find a very big difference in most of the democracies. The vast economic disparities, social injustice based on discrimination, standard of life, sex discrimination, etc. create many doubts about the merits of democracy. Whenever some of our expectations are not met, we start blaming the idea of democracy.
Since democracy is a form of government, it can only create conditions for achieving our goals if they are reasonable
DEMOCRATIC POLITICS
CHAPTER: 7 – OUTCOMES OF DEMOCRACY
1 “Democracy is better form of government than other forms of governments”. Justify the statement.
2 Evaluate the most basic outcome of democracy as the people will have the right to choose?
OR
Is democratic government efficient and effective?
OR
‘Democracy is an accountable, responsive and legitimate form government’. Explain (CCE QUESTION- March-2011)
1. Most basic outcomes of democracy should be that it produces a government that is accountable to the citizens, and responsive to the needs and expectations of the citizens.
2. Democracy is based on the idea of deliberation and negotiation. So, some delay is bound to take place but because it has followed procedures, its decisions may be both more acceptable to the people and more effective. So, the cost of time that democracy pays is perhaps worth it.
3. A citizen who wants to know if a decision was taken through the correct procedures can find this out. She has the right and the means to examine the process of decisionmaking. This is known as transparency.
4. The democratic government develops mechanisms for citizens to hold the government accountable and mechanisms for citizens to take part in decision making whenever they think fit.
3 How do we measure the outcomes of democracy?
Ans:
1. Regular free and fair elections, open public debate of major policies, legislations and ‘Right to Information’ about the government and it’s functioning.
2. Democracies have had greater success in setting up regular free and fair elections and in setting up conditions for open public debate.
3. In other terms it may be reasonable to expect from a democracy a government that is attentive to the needs and demands of the people and is largely free of corruption.
4. ‘Democratic government is legitimate government’. It may be slow, less efficient, not always very responsive or clean. But democratic government is people’s own government. So there is an overwhelming support for the idea of democracy all over the world.
4 Assess the economic growth and development in democratic countries.
5 Study the table given below and answer the questions that follow:
Rates of economic growth for different countries, 1950 – 2000
i. What is the rate of economic growth of all dictatorial regimes?
ii. Mention any two reasons why economic growth rate alone cannot be a reason to reject democracy.
(CBSE QUESTION- August,2009) (Answer this Q/A in your class work book)
6 How does the democratic government address the problem of economic inequality?
Ans:
a) ‘It is reasonable to expect democracies to reduce economic disparities’. Democracies are based on political equality. All individuals have equal weight in electing representatives. Parallel to the process of bringing individuals into the political arena on an equal footing, we find growing economic inequalities.
b) A small number of ultra-rich enjoy a highly disproportionate share of wealth and incomes. Not only that, their share in the total income of the country has been increasing.
c) Those at the bottom of the society have very little to depend upon. Their incomes have been declining. Sometimes they find it difficult to meet their basic needs of life, such as food, shelter and clothing.
d) The poor constitute a large proportion of our voters and no party will like to lose their votes. Yet democratically elected governments do not seem to be as keen to address the problem of poverty as we expect.
7 How does democracy lead to peaceful and harmonious life among citizens? Explain
OR
Is democracy a better form of government to resolve social differences? Explain
a) ‘It is fair to expect that democracy can produce a harmonious social life’. No society can fully and permanently resolve conflicts among different groups. But we certainly learn to respect these differences and we can also evolve mechanisms to negotiate the differences. Democracy is best suited to produce this outcome.
b) Non-democratic regimes often turn a blind eye to or suppress internal social differences. Ability to handle social differences, divisions and conflicts is thus a plus point of democratic regimes. (CBSE QUESTION- March 2009)
8 What are the conditions under which democracies accommodate social diversities?
OR
Explain with examples how democracy can accommodate diversity. (CCE QUESTION- March-2011)
Ans:
1. Democracy is simply not the rule of the majority. In democracy the majority works with minority and the government represents the general view of citizens.
2. Rule by majority does not mean that it should be the rule of the majority community, race or linguistic groups. Different persons or groups get to be a majority at some point of time in the decision making process or during elections in a democracy. Example; Sri Lanka
9 How does democracy promote dignity and freedom of the citizens? Explain
Ans:
1. Democracy stands much superior to any other form of government in promoting dignity and freedom of the individual.
2. Democracies throughout the world have recognized the passion for respect and freedom of the individual.
3. Most of the societies across the world were historically male dominated societies; respect and equal treatment of women are necessary ingredients of a democratic society.
4. Democracy in India has strengthened the claims of the disadvantaged and discriminated castes for equal status and equal opportunity.
10 What is the most distinctive feature about democracy?
Ans:
a) The most distinctive feature about democracy is that its examination never gets over. As democracy passes one test, it produces another test.
b) When people get some benefits of democracy, they ask more and want to make democracy even better.
c) So, when we ask people about the functioning of democracy, they will always come up with more expectations, and many complaints.
d) The fact that people are complaining is itself a testimony to the success of democracy.
e) People have developed awareness and ability to expect and to look critically at power holders and high and the mighty.
11 Point out what shows the success of democratic projects? Examine its importance.
Ans:
a) A public expression of dissatisfaction with democracy.
b) It transforms people from status of a subject into that of a citizen.
c) Most individuals also believe that their vote makes a difference to the way the government is run and to their own self- interest.
